Payment Options

OverviewUtility bills are issued bi-monthly and are due upon receipt. The City of Elmhurst offers several payment options:

Online Payments / Account Access through Watersmart Customer Portal

Attention first-time users! Before you log onto the system you will need your water bill account number to set up your account as a new user. The account number requires 9 digits on each side of the hyphen - please enter leading zeros in front of your account number on both sides to amount to 9 digits.

Example: if the account number on your water bill is 12345-6789, then you would enter 000012345-000006789 so there are 9 numbers on each side. If your account number is 1234-2, then you would enter 000001234-000000002.

The account number needed to set up your access cannot be given out over the telephone. This information can be found on your utility bill statement or by requesting the information be mailed to the billing address. Payment can be made via E-check, Visa or Mastercard 24/7. Pay by check, cash, and Visa or Mastercard during the following hours: Monday - Friday 8:30 a.m. - 5:00 p.m.

Drop Box

For check payments (no cash accepted) and correspondence, a 24-hour depository is located in the Northeast area of the City Hall parking lot for your convenience.

E-Z Pay

Automatically deduct your utility bill payment from your checking account. The E-Z Payment program may be used for all water, sewer, and refuse bills. You will still receive a billing statement indicating the amount to be deducted.
