OverviewThe City Clerk is an elected official serving a four-year term. It is the responsibility of the Clerk's Office to maintain a complete and permanent history of actions taken by the City Council. In doing so, the City Clerk attends meetings of the City Council, keeps a record of its proceedings, publishes and attests to all resolutions and ordinances passed by the Council and seals and attests to all contracts of the City, as well as other licenses, permits, and documents. As the local Election Official the City Clerk’s Office provides voter registration services and Early Voting, coordinates local election information and administers any other election responsibilities not assumed by the County. The City Clerk also serves as the appointed Open Meetings Act Officer for the City of Elmhurst.
Other ResponsibilitiesLocated in the Administration Office on the second floor of City Hall, the Office of the City Clerk is responsible for providing services and information to residents, staff and other agencies. The Deputy Clerk is the appointed Freedom of Information Officer for the City. The office processes inquiries from the public for official City documents in accordance with the Illinois Freedom of Information Act (5 ILCS 140). The Clerk’s Office also administers the City’s Senior & Disabled Transportation Programs and various permits and licenses. Applications for permits, licenses and other request forms administered by the City Clerk include: Alarm Permits, Auction Permits, Business Registration & Licenses, Christmas Tree Lot Permits, Food Vending Applications, Liquidation Sale Permits, Liquor Licenses, News Rack Permits, Raffle Permits, Sidewalk Café Permits, Solicitor Permits, Tag Day Permits, Taxi Licenses, Temporary Handicap Parking Permits, Transient Merchant/Itinerant Vendor Permits and Underpass Banner Requests.
Under direction of the City Manager, there is one full-time and one part-time Deputy Clerk to staff the City Clerk's office and care for these various functions.
The City Clerk is a member of the Illinois Municipal League , Municipal Clerks of Illinois and the Municipal Clerks of DuPage County.
Lobby InformationThe City of Elmhurst does not directly employee a lobbyist however the City belongs to organizations which may utilize lobbyists including the following: Illinois Municipal League, DuPage Mayors & Managers, Municipal Clerks of DuPage County, Municipal Clerks of Illinois, International Institute of Municipal Clerks, Illinois Fire Chief's Association, Illinois Police Chief's Association, Metropolitan Mayors Caucus, Government Finance Officers Association.
