Permits & Forms
All permits and contractor registrations need to be printed out first, filled out completely, and legible. This must include all plans, scope of work and any outside work needed. Also include a plat of survey that clearly notes/highlights the location in-which you are working on. Once the permit applications with the plans are completed you can send them to the city for review.
PERMIT PLAN REVIEW PROCEDURE
Permit Drawings – Architect’s Seal – Electronic Plan Submittal
All drawings submitted for permit shall bear the seal of the Architect’s license as well as his signature and the expiration date of his license. Other drawings shall bear the seal and same information of the design professional who prepared them, such as the Structural Engineer, Civil Engineer, Mechanical Engineer, Professional Engineer, etc. as applicable. (Every Sheet)
Submit by e-mail an electronic copy of the permit application in PDF and the drawings in DWF format or as directed by the Building Department to: planreview@elmhurst.org – The “SUBJECT” for the e-mail shall be the address of the project.
Note: A confirmation of plans and permit received e-mail should be sent to the provided contact within 72 hours from time of submittal. If the confirmation e-mail is not received, please contact Community Development at 630-530-3030 to confirm that the permit and plans were received and are in the department que for review.
For any questions regarding the plan review process please send an email to: planreview@elmhurst.org. Please include the address and permit type in the “SUBJECT” for the email.
EXCEPTION: An architect’s seal (i.e. Design Professional seal) is not required for sheds and other minor accessory structures.
Permits can be sent to the city in one of the following ways:
EMAIL:
Email the completed permit w/plans to: planreview@elmhurst.org. (the subject line should include the permit address and what the permit is for; i.e - Permit App 5555 Park - Driveway replacement)
Note: The applicant needs to scan the documents before emailing them; do not send photos of the permit app & plans.
DROP OFF AT CITY HALL:
There is a drop box off in the parking lot at City Hall. The permit documents & plans should be put in an envelope marked to the building department. All interior remodel projects, additions, new homes, and or commercial projects must be sent electronically to the plan review email address; we do not accept paper copies for these projects.
MAIL:
The permit and plans can be mailed to city hall with the exception of the above mentioned projects we only accept electronically:

When will my permit be ready?
The City of Elmhurst will contact you once the permit is approved. Please note that all contractors must be up-to-date on their bonds, contractor registrations and license before an approved permit can be released.
How can I pay for my permit?
Once the permit is approved we will contact you and let you know what the cost of the permit is.
You can provide us a check for the full payment in one of three ways:
IN PERSON:
You can pick up the permit at the Community Development counter at City Hall. We will need the address of the permit when picking it up.
Please call prior to picking up the permit; we need to know when you would like to pick the permit up. This way we can confirm that all of the necessary paperwork is in to release the permit. This will also allow us to print the permit and have ready for you when you arrive.
MAIL:
When submitting payment for a permit by mail you need to include a typed letter noting both of the following:
- Address you want the original permit paper work mailed to
- Email address you want an electronic copy emailed to

Overweight/Oversize Vehicle Permits
Oxcart Online Permits
The City of Elmhurst has entered into an agreement with Oxcart Permit Systems effective April 1, 2015 for all overweight and oversize vehicle permits. This new web-based system offers permit applicants a simple and effective way to obtain permits in a timely manner. Applicants must simply visit oxcartpermits and click on the “Trucking” tab and create an account to get started. Once the account is opened, the applicant will be able to request permits through an easy to use online permit application. Once the application is electronically submitted, it will be reviewed by Code Enforcement. Upon approval, the applicant will receive notice of approval through email. The applicant can then make a payment using any major credit card and the permit will be immediately issued in an electronic format.
