Animal Complaints

Barking

The Elmhurst Department often receives complaints about barking dogs.  City ordinance 13.21 (g.)   states it is unlawful to permit any dog, cat or other animal to howl, yelp, whine or meow, bark or make noise in such a manner as to disturb any person or neighborhood.

 Number of Pets

City ordinance 13.21 (o.) states residents may have no more than four cats or dogs, or combination thereof.  Animals must be licensed through the City.

Animal Bites

If  you or your dog has been bitten by another dog or other animal, call the Elmhurst Police Department to make a report.  An officer will document the incident and forward the necessary paperwork to DuPage County Animal Control

Leash law

According to City ordinance 13.21 (j.) dogs must be on a leash or harness and under the control of their owner/handler anytime they are off the owner’s premises.

Noise Complaints

Construction Hours

City ordinance 12.12 (j.) states construction related work activities may only be completed between 7:00 a.m. to 6:00 p.m. Monday through Saturday and between 10:00 a.m. to 6:00 p.m. on Sundays, except in case of urgent necessity in the interest of public health and safety.

Under 21

Curfew

The City of Elmhurst has a curfew ordinance (51.45) for minors under 18 years of age. Curfew is in effect from 11:00 p.m. to 6:00 a.m. Sunday through Thursday, and 12:00 a.m. to 6:00 a.m. Friday and Saturday. Please review the ordinance for exemptions that apply. 

Parents should also familiarize themselves with the Illinois Graduated Driver License Program which sets additional restrictions on new drivers, including nighttime driving limitations.

Tobacco Violations

It is unlawful for any person under the age of 18 to purchase or possess any tobacco products.

Alcohol Violations

It is unlawful for a person under 21 to possess or consume alcohol (City ordinance 36.22)   Furthermore, an owner or occupant of any premises within the City who allows any person under the age of 21 years to remain on such premises while in possession or while consuming alcohol is in violation of City ordinance 36.30
