All applications and attachments for a Zoning Case are available on Board Docs at Elmhurst.org. Cases are organized by case number, address and applicant name. Please note that information will continue to be added to this folder until the Public Hearing concludes.

Meeting Information

Planning and Zoning Commission meetings will be available live at 7:00pm via YouTube on Elmhursttv.com.  City Staff will be at City Hall for the meeting. The Chair and Commissioners may be attending remotely pursuant to Governor Pritzker’s Executive Order 2021-01, suspending in person attendance requirements. 

Based on the recent modification to the Open Meetings Act (OMA) requirements the City will now be providing additional means of providing public input. As customary, City Hall will be open to the public for those who would like to make public comment or interested party testimony for a particular case in person. Alternatively, the public will be able to do so in written form through email, over the telephone during the meeting and via Zoom during the meeting. Information on each process is explained below and will also be available at elmhurst.org/publichearing

Public Comment 

This is an opportunity to address the Commission on any City related matter. Comments are limited to three minutes. Please note that comments during public comment will not be part of the public record and/or deliberations for a zoning case.

For those members of the public that would like to participate in written public comment please follow the instructions listed below:

The City of Elmhurst will accept written comments online until 5:00 pm on the day of the meeting. All written public comments received prior to 5:00 pm directed to the Zoning and Planning Commission for the meeting will be posted on the BoardDocs agenda page under public comment.

Residents can submit written public comment to planninginfo@elmhurst.org. Note: the name of the submitter is required.

Public Comment will be taken in person at City Hall via a remote computer. The public will also be able to view the City Council meeting via Zoom in conference rooms 2-3.

Public comment will also be taken via telephone during the meeting. To be contacted for public comment please email planninginfo@elmhurst.org with your name and a telephone number and you will be contacted during the Public Comment agenda item. Please note that verbal comments taken via telephone are limited to 3 minutes. 

Public comment may also be taken via Zoom during the meeting.   The link to the join the Zoom meeting will be posted on the meeting agenda (available on BoardDocs) at least 48 hours prior to the meeting.  Please note that verbal comments taken via Zoom are limited to 3 minutes. We request that you email planninginfo@elmhurst.org prior to the meeting if you plan on joining via Zoom.

Please note that comments during public comment will not be part of the public record and/or deliberations for a zoning case.  

Interested Party Comments (Testimony) for a Public Hearing for a Zoning Case

Limited to 5 minutes for oral testimony, excluding time needed for response to Commissioner questions or cross examination. There is no limit to the amount of written testimony entered into the public record.

For those members of the public that would like to provide testimony for a zoning case please note the following options and follow the instructions listed below:

  1. The City of Elmhurst will accept written testimony online until the close of each case’s public hearing. Any testimony received prior to the meeting will be posted on Board Docs in the respective case folder. Residents can submit written testimony to planninginfo@elmhurst.org
  2. Testimony will be taken in person at City Hall via a remote computer. Conference rooms 2-3 will be set up for proper social distancing and will be available to view the meeting in progress. Please note that in person testimony is limited to 5 minutes and you will be sworn in by a Court Reporter who is attending remotely.
  3. Testimony will also be taken via Zoom during the meeting. The link to the join the Zoom meeting will be posted on the meeting agenda (available on BoardDocs) at least 48 hours prior to the meeting.  We request that you email planninginfo@elmhurst.org prior to the meeting if you plan on joining via Zoom. Please note that testimony taken via Zoom is limited to 5 minutes and you will be sworn in by a Court Reporter who is attending remotely. 
  4. Testimony will also be taken via telephone during the meeting. To be contacted for testimony please email planninginfo@elmhurst.org or contact City Planner Franz at 630-530-3121 with your name and a telephone number and you will be contacted during each respective zoning case. Please note that testimony taken via telephone is limited to 5 minutes and you will be sworn in by a Court Reporter who is attending remotely. The planninginfo@elmhurst.org email will also be monitored during each public hearing for those that choose to make public testimony.

Those that wish to make an inquiry of a witness please email planninginfo@elmhurst.org with your name, and telephone number or attend in person and accommodations will be made for such question or inquiries.

Case Deliberation

Z&P Commission/ZBA deliberation is open to the public and will be available live via Elmhursttv.com however, no public comments and/or testimony will be taken during deliberation sessions.

Concern for the health of our community remains paramount during this unprecedented time in our city’s history, and we will do everything possible to safeguard it while also fulfilling our responsibility to responsive and accountable government.
