The Community Development Department’s primary function is to administer, supervise and monitor the structured growth of Elmhurst while adhering to the plans and goals set forth by the City Council and City Manager.

The department performs a variety of tasks including the administration of appropriate City building, zoning, and code ordinances. This includes conducting building permit reviews and inspections, enforcing code and zoning laws, performing fire safety inspections and occupancy inspections, reviewing and analyzing development projects, coordinating license agreements, maintaining land use and building records, reviewing and issuing stormwater permits, and assisting in future development plans.
